These couple sentences said by Hornbeck seem to have significant meaning behind it. Hornbeck seems to saying this in a sarcastic kind of way. With the knowledge that "Sodom and Gomorrah" are two cities, from the Bible, that were destroyed by God because of the sins they both have committed. We also should know that these two cities had different opinions toward certain subjects. With that being said, we can conclude that he is comparing Sodom and Gomorrah to Baltimore and Hillsboro. They both clash and don't agree, so when Hornbeck says this to Rachel, it is sort of a joke. He tells her to read a newspaper from Baltimore in a funny way because she is from Hillsboro.
